Mark Cooper holds a Ph.D. from Yale University and is a former Yale University and Fulbright fellow. He is director of research at the Consumer Federation of America, a fellow at the Silicon Flatirons Center for Law, Technology, and Entrepreneurship at the University of Colorado Law School, and a senior research fellow at the Institute for Energy and the Environment at Vermont Law School. He has provided expert testimony more than 350 times for public interest clients including attorneys general, people’s counsels, and citizen interveners before state and federal agencies, courts, and legislators in almost four dozen jurisdictions in the United States and Canada. Cooper has published six books and hundreds of articles and papers on energy, media, telecommunications, and high-technology industries, most recently The Political Economy of Electricity: Progressive Capitalism and the Struggle to Build a Sustainable Power Sector (Praeger, 2017).
