Chloe Gibbs is a senior economist at the W.E. Upjohn Institute for Employment Research, policy fellow at the Stanford Institute for Economic Policy Research, and faculty affiliate of the University of Notre Dame’s Institute for Educational Initiatives, where she directs the Early Childhood Policy Lab. She holds a B.A. in government and international studies from the University of Notre Dame, a M.P.P. from the University of Michigan, and a Ph.D. from the University of Chicago’s Harris School of Public Policy.
