The Washington Center for Equitable Growth hosted Christopher Ruhm, Professor of Public Policy and Economics at the University of Virginia, for a seminar on the extent to which increases in county-level drug mortality rates from 1999 to 2015 are due to “deaths of despair,” characterized by a deterioration in economic conditions.
